IETF Working Groups (WGs) are where all the work gets done in the IETF. They have mailing lists, regular in-person dissertation and a highly technically oriented around discussions (you won't be hand-walked through something if you show up; expect to know what you're talking about before you get there).
All of the standardized MIBs have been defined in IETF WGs, as has the SNMP and AgentX Protocols.
