This is probably due to the shell swallowing the quotes, before they ever get to the SNMP command's OID parser. Try escaping them: 

       snmpget .....   vacmSecurityModel.0.\"wes\"

or 

       snmpget .....  'vacmSecurityModel.0."wes"'
